Booking carriage of passengers, baggage, and cargo

Reservation of a passenger seat and capacity on an aircraft for carriage of passengers, baggage, cargo on a specific flight and date (hereinafter referred to as booking) is a prerequisite for air carriage of passengers, baggage, and cargo.

Booking is usually made through automated booking systems.

Booking must be registered in the booking system of the carrier. The booking information must be provided by the carrier or its authorized agent to the passenger and/or the consignor.

Booking a passenger seat and capacity for carriage of passengers shall mean carriage of the passenger and his/her baggage on the date, flight and route booked.

Booking shall be made within the time and in the manner, specified by the carrier.

In order to book a seat, a passenger may apply to the carrier or its authorized agent directly to the ticket offices or by telephone, e-mail, etc, or book a passenger seat and capacity independently via information systems.

In the course of booking, the passenger shall advise the required information about his/her personal data, and, if any, special conditions of carriage of the passengers and baggage.

If a passenger refuses to provide the information, required for booking, booking shall be refused.

When booking, the passenger may advise his/her phone number or another way to contact him/her for information.

When booking a passenger seat and capacity for the passenger, the carrier or its authorized agent shall:

  • provide the passenger with accurate and complete information about the flights schedule, availability of seats and capacity, air fares and conditions of application thereof, the regulations of the carrier, the conditions of the air carriage contract, the conditions of service onboard the aircraft, the aircraft type, the carrier, who will actually operate the flight, and other related information;
  • select the optimum route and fare for the carriage, taking into account the fares and the conditions of their application.

When booking a passenger seat and capacity for the passenger, the carrier or its authorized agent is entitled not to assign to the passenger a particular seat in the cabin with the declared class of service. In this case, the passenger seat may be assigned at check-in.

Booking a seat with an open date ticket shall be made subject to availability of free seats and capacity on the flight of the carrier within the term of the passenger's air carriage contract.

If a passenger with an open date ticket applies for booking, and the carrier is unable to provide a passenger seat and capacity during the term of the contract, the carrier or its authorized agent must make a booking for the next flight with a passenger seat and capacity available, which service class corresponds to the fare paid.

For the purpose of booking, carriage of the following passengers shall be agreed upon by the carrier:

  1. passenger with an infant;
  2. unaccompanied minor, who will be transported under supervision of the carrier's staff;
  3. severely ill passenger;
  4. passenger on stretcher;
  5. deaf passenger without an accompanying person;
  6. blind passenger with a guide dog;
  7. unaccompanied blind and/or deaf passenger, who will be transported under supervision of the carrier's staff;
  8. passenger with reduced mobility onboard the aircraft and/or whose condition requires special attention during the service (hereinafter referred to as the passenger with reduced mobility);
  9. passengers in possession of arms and/or ammunition;
  10. baggage exceeding the free baggage allowance established by the carrier (hereinafter referred to as the excess baggage);
  11. a packed piece of baggage, the aggregate of three dimensions whereof exceeds two hundred and three centimeters (hereinafter referred to as the oversized baggage);
  12. a piece of baggage, which weight exceeds thirty-two kilograms (hereinafter referred to as the heavy baggage);
  13. baggage to be carried only in the aircraft cabin;
  14. currency in banknotes or coins, shares, bonds, and other securities, credit and bank cards, jewelry, precious metals, precious or semi-precious stones, including industrial diamonds (hereinafter referred to as the valuable cargo);
  15. dogs, cats, birds, and other pets (tamed animals) (hereinafter referred to as the pets (pet birds);
  16. animals, birds, insects, fish, etc. (hereinafter referred to as the live animals).

The carrier may cancel booking without advising the passenger or a consignor in the following cases:

  • if the passenger has not paid for the carriage within the term established by the carrier and the ticket has not been issued;

If the passenger has not used the seat booked on any portion of the carriage route, the passenger shall advise the carrier of its intention to continue the carriage on the subsequent route portions. If the passenger has failed to advise the carrier of its intention to continue the carriage, the carrier may cancel the booking for each subsequent portion of the route without notice to the passenger. However, the carrier's obligation to carry the passenger shall not terminate.

When booking carriage with transfer of passengers (reload of baggage, cargo) at the airport, specified in the carriage document, within twenty-four hours from one flight to another flight in order to fly to the final destination (hereinafter referred to as the transfer airport), the carrier or its authorized agent shall confirm the booking and get a booking confirmation for all portions of the carriage of the passenger, baggage, and cargo, including the portions operated by other carriers, allowing the passenger to arrive for check-in at the scheduled time to complete the established procedures for check-in and baggage handling, payment for excess and/or other payable baggage, passing through the preflight security check, reload the baggage, cargo to another flight, and to meet the requirements related to the passport, customs, immigration, quarantine, veterinary, phytosanitary and other types of control in accordance with the legislation of the Russian Federation, as well as the Procedure for the transfer of cargo from one flight to another.

Check-in of passengers and their baggage

The carrier shall provide check-in of the passengers and their baggage.

The passenger is allowed to check-in subject to availability of a duly issued ticket.

Carriage with an open date ticket shall be performed after booking a passenger seat and capacity and carrier's or its authorized agent's entry of the date of departure and flight number into the ticket.

The passenger shall in due time, before the deadline specified by the carrier, arrive at the place of the passengers and baggage check-in in order to complete the established procedures for check-in and baggage handling, payment of excess and/or other payable baggage, pass through the preflight security check, etc. (hereinafter referred to as the preflight formalities), and meet the requirements related to the passport, customs, migration, quarantine, veterinary, phytosanitary, and other types of control in accordance with the legislation of the Russian Federation, as well as to arrive at the boarding gate.

Check-in of the passengers and their baggage at the airport shall close not earlier than 40 minutes prior to the flight scheduled departure time or the time, specified in a charter flight program (timetable). The closing time at the remote check-in facilities, as well as web check-in, shall be established, taking into account the time required for delivery (arrival) of the passengers and their baggage to the airport of departure for boarding (loading into) the aircraft and completing preflight formalities and meeting the requirements related to passport, customs, migration, quarantine, veterinary, phytosanitary, and other types of control in accordance with the legislation of the Russian Federation.

Check-in of the passengers and their baggage shall be performed based on the ticket and the identity document of the passenger, as well as other documents, stipulated by the legislation of the Russian Federation, if any.

For international flights, the passengers shall have duly issued exit, entry, and other documents required in accordance with the laws of the country of destination, origin, and transit.

At check-in, the passenger is issued with a boarding pass, specifying the initials and the surname of the passenger, the flight number, the date of departure, the boarding deadline, the gate number and the seat number onboard the aircraft. If required, the boarding pass may contain other information.

At check-in of the passengers and their baggage, the passenger shall submit for weighing all baggage intended for carriage, except for the items referred to in Item 135 of these Regulations (refer to Section Х. Baggage.)

The carrier or a handling agent shall specify in the baggage tag, which is a part of the ticket, certifying acceptance of the baggage for carriage, the number of pieces and/or the gross weight (hereinafter referred to as the weight) of the baggage, except for the items referred to in Item 135 of these Regulations (refer to Section Х. Baggage.)

If the passenger's e-ticket contains the data of the number of pieces and/or the weight of the baggage, except for the items referred to in Item 135 of these Regulations (refer to Section Х. Baggage), these data shall be entered in an electronic form.

Upon the baggage check-in, the passenger shall obtain a part (coupon) of a numbered baggage tag, and the other part shall be attached to each piece of baggage, accepted by the carrier for carriage under the carrier's liability for the safety of these items since check-in until claim by the passenger (hereinafter referred to as the checked baggage.)

A numbered baggage tag is used for identification of each piece of checked baggage.

To indicate the special conditions of carriage, a special unnumbered baggage tag is attached to the checked baggage piece.

An unnumbered tag "Cabin baggage" shall be attached to the items, carried by the passenger in the aircraft passenger cabin (hereinafter referred to as the cabin baggage), except for the items referred to in Item 135 of these Regulations (refer to Section Х. Baggage.)

Upon check-in of the passenger and his/her baggage, the carrier shall be liable for the safety of the checked baggage.

Carrying baggage in excess of the free baggage allowance, or other payable baggage, shall be charged at the rate, set by the carrier.

Payment for carriage of such baggage shall be formalized with issuing an excess baggage payment receipt or a Miscellaneous Charges Order.

The passenger shall arrive at the boarding gate within the time specified in the boarding pass. The passenger may board the aircraft upon presentation of a passenger boarding pass for the respective flight.

The passenger being late for check-in of passengers and baggage or boarding may be denied carrying on such a flight. The baggage of a checked-in passenger, in case of no-show for boarding, shall be unloaded from the aircraft and inspected in a compulsory manner.

Carriage of children

A minor national of the Russian Federation, as a rule, leaves the Russian Federation together with at least one of his/her parents, adoptive parents, custodians, or guardians. If a minor national of the Russian Federation leaves the Russian Federation unaccompanied, he/she must carry a passport and a notarized consent of the said persons to leave the Russian Federation, stating the term of leaving and the state(s) he/she intends to visit.

The child's age shall be determined as of the date of commencement of the carriage from the airport (point) of departure, specified in the carriage document.

Infants under two years of age shall be transported only when accompanied by an adult passenger.

Children from two to twelve years of age may travel accompanied by an adult passenger or unaccompanied under supervision of the carrier, if such transportation is provided by the carrier's regulations.

Children over the age of twelve years may travel without being accompanied by an adult passenger.

Unaccompanied minors from two to twelve years of age may travel under supervision of the carrier only subject to a respective written application from the parents, adoptive parents, custodians, or guardians made in accordance with the Regulations of the carrier. At the request of the parents, adoptive parents, custodians, or guardians, the carrier may supervise over children under the age of sixteen.

One infant under the two years of age shall be carried accompanied by an adult passenger on domestic flights free of charge, on international flights with a discount of ninety percent of a regular or a special air fare, unless special fare conditions apply, and without providing a separate seat for the infant. If an infant under the two years of age is provided with a separate seat at the request of the accompanying passenger, then the infant shall be carried with a discount of fifty percent of the regular or special air fare, unless special fare conditions apply.

The other infants under two years of age flying with the passenger as well as children from two to twelve years old, shall be carried with a discount of fifty percent of the regular or special air fare, unless special fare conditions apply, with assigning separate seats.

In the event of the child accompanying passenger's voluntary or involuntary change of the terms of the air carriage contract after commencement of the carriage, the child's ticket shall be reissued (exchanged) at the fare, corresponding to the child's age as of the date of commencement of carriage from the airport (point) of departure.

The passenger shall him/herself determine the possibility of air travel, based on the state of his/her health.

Carriage of passengers with reduced mobility

A Russian Federation national, acknowledged by the court to be legally incapable, at the request of his/her parents, adoptive parents, custodians, or guardians may leave the Russian Federation, accompanied by an adult, able to ensure safety of the incapable Russian Federation national and that of the other people.

Transportation of an immobile passenger, or a passenger on a stretcher, shall be made by an accompanying person, who provides in-flight care.

The carrier's regulations may provide for carriage of an immobile passenger in a wheelchair, or a passenger on a stretcher under the supervision of the carrier.

Transportation of a passenger on a stretcher is subject to assigning additional seats onboard to be paid at the rate, established by the carrier.

The carrier may refuse to carry a passenger in a wheelchair or on a stretcher in the absence of the conditions, required for the carriage of such passengers on a specific aircraft.

A blind and/or deaf passenger may travel with or without an accompanying person under supervision of the carrier's staff, if the carrier's regulations provide for such a carriage.

A deaf passenger may travel without an accompanying person subject to the carrier's consent.

A blind passenger may travel with a guide dog subject to the carrier's consent.

Carriage of a blind passenger accompanied by a guide dog is possible upon presentation to the carrier of a document, confirming the passenger's disability, and a proof of special training of the guide dog.

A guide dog, accompanying the blind passenger, is carried free of charge in excess of the free baggage allowance. A guide dog must have a collar and a muzzle and be tied to a chair at the feet of the passenger it accompanies.

A blind and/or deaf unaccompanied passenger, an immobile passenger in a wheelchair, or a passenger on a stretcher shall be accepted for carriage under the supervision of the carrier as agreed with the carrier and, after submitting , in accordance with the carrier's regulations, a written application for the carriage under the supervision of the carrier.

Carriage of a passenger, who, according to the air carriage contract, arrives at the transfer airport, and then departs by connection flight of the same or another carrier (hereinafter referred to as a transfer passenger), shall be performed in accordance with the agreements between the carriers.

The carrier or its authorized agent shall advise the transfer passenger of the preflight formalities and the requirements related to passport, customs, migration, quarantine, veterinary, phytosanitary, and other types of control in accordance with the legislation of the Russian Federation he/she must comply with at the transfer airport for further air travel, as well as of the government requirements at the transfer airports in case of an international flight.

If the carriage is performed under the same air ticket or supplementary air tickets issued together with the basic ticket, the carrier must provide minimum sufficient connection time until departure of the next booked flight to allow the passenger to complete the preflight formalities at the transfer airport and comply with the requirements related to passport, customs, migration, quarantine, veterinary, phytosanitary, and other types of control in accordance with the legislation of the Russian Federation.

Baggage carriage

The passenger's baggage shall be accepted for carriage at its check-in at the airport of departure, transfer airport, stopover airport or another check-in facility.

A passenger has a free baggage allowance within the established norm at no extra charge (hereinafter referred to as the free baggage allowance.)

The carrier shall establish the free baggage allowance, including cabin baggage, depending on the type of the aircraft, and it must be at least ten kilograms per passenger.

The carrier shall accept baggage for carriage within the free baggage allowance.

Excess baggage, oversized baggage, and heavy luggage (refer to Section 11. Booking carriage of passengers, baggage, and cargo) shall be accepted for carriage only subject to the aircraft capacity availability and the passenger's payment for carriage of such baggage, except when the carriage of such baggage has been agreed with the carrier and paid at the time of booking.

If the passenger checks in any baggage, which weight and/or dimensions are less than those pre-booked and paid for, the difference between the booked and paid in advance and the actual weight and/or dimensions of the baggage shall be refunded to the passenger.

The passenger may declare the value of his/her checked baggage.

The value of the checked baggage shall be declared separately for each piece.

Carriage of the baggage with a declared value will be charged at the rate, established by the carrier.

Payment for the carriage of the baggage with a declared value shall be certified with a Miscellaneous Charges Order or an excess baggage payment receipt, stating the airports, between which the passenger has booked carriage of the baggage with a declared value.

In case of a group of passengers, at the request of the passengers, the carrier shall pool the free baggage allowance of each passenger. The pooling applies only to the free baggage allowance. The baggage is to be checked for each individual passenger.

Each piece of the checked baggage must be properly packed to ensure its safety during transportation and handling and exclude any possibility of causing damage to passengers, crew members, third parties, the aircraft, baggage of other passengers, or other property.

The baggage not complying with the requirements of this clause shall not be allowed for carriage.

Baggage with external damages that do not affect its safety during transportation and handling, and cannot cause harm to the passengers, crew members, third parties, the aircraft, the baggage of other passengers, or other property, may be accepted for carriage as checked baggage with a consent of the carrier. The appearance and the type of damage shall be confirmed with the passenger's signature.

The passengers are advised not to put into their checked baggage fragile or perishable items, banknotes, jewelry, precious metals, securities, and other valuables, business documents, keys, and other similar items.

The weight of one piece of checked baggage must not exceed fifty kilograms.

The passenger's checked baggage shall be carried on the same aircraft with the passenger.

The items, which weight and dimensions have been approved by the carrier and which may be safely stored in the aircraft cabin, may be accepted as a cabin baggage.

The passenger shall care about the safety of his/her cabin luggage and the items referred to in Clause 135 of these Regulations, carried in the aircraft cabin. The passengers when leaving the cabin shall take the cabin luggage and the items stored onboard the aircraft, referred to in Clause 135 of these Regulations.

The passenger may carry the following items, if they are carried in the cabin and have not been put into the baggage:

  • a vanity bag or a briefcase;
  • a paper folder;
  • an umbrella;
  • a cane;
  • a bunch of flowers;
  • outdoor clothes;
  • printed materials for in-flight reading;
  • baby food for in-flight meals;
  • a mobile phone;
  • a camera;
  • a video camera;
  • a laptop;
  • a suit in a garment bag;
  • a baby cot in case of an infant's carriage;
  • crutches, stretcher, or a wheelchair for passengers with reduced mobility.

The items listed in this clause shall not be weighed, checked-in, and tagged.

Carriage of oversized baggage, heavy baggage, pets and birds, except for guide dogs carried with a blind passenger, shall be paid at the rates, established by the carrier.

Carriage of the above baggage shall be paid based on its actual weight at the rates, established by the carrier, irrespective of the other passenger's baggage.

In the event of involuntary service class downgrade, the passenger may carry baggage according to the free baggage allowance, established for the service class paid.

Carriage of the baggage, which weight, number of pieces, package or content do not comply with the requirements of the international treaties signed by the Russian Federation, these Regulations, other laws and regulations of the Russian Federation, as well as the legislation of the country of origin, destination, or transfer of the baggage, or the regulations of the carrier, shall not be allowed.

The passenger shall have no access to the checked baggage since its check-in until claim, except in cases of its reconciliation or additional inspection by respective authorized services.

The items that can cause damage to aircraft, persons, or property onboard the aircraft, animals and birds (except for pets (pet birds), insects, fish stocks, reptiles, rodents, test and sick animals, as well as items and substances, prohibited for air carriage by the legislation of the Russian Federation, international treaties of the Russian Federation, and the laws of the countries of origin, destination and transit, shall not be allowed for air transportation as baggage.

Special aspects of the carriage of certain categories of baggage

Subject to the consent of the carrier, the passenger may carry in the cabin the baggage, requiring special precautions during the carriage or special conditions for its handling (fragile and breakable items, shooting and photographic equipment, television and video equipment, home office equipment, musical instruments, electronic and optical devices, etc.)

The baggage, carried in the cabin, shall be stowed in the designated areas (compartments), and in their absence - on a separate passenger seat. In the case of carriage of baggage on a passenger seat, the passenger shall pay for separate passenger seat(s) for stowing such a baggage in accordance with the carrier's regulations.

The weight of one piece of baggage, carried in the cabin, shall not exceed eighty kilograms, and its dimensions shall allow to stow it on a separate passenger seat. Packing of baggage carried in an aircraft shall provide for its fastening on the passenger's seat.

Delivery of the cabin baggage to the aircraft, its stowing in the cabin, removal from the aircraft and delivery from the aircraft shall be performed by the passenger, carrying such a baggage.

Diplomatic baggage shall be carried in accordance with the legislation of the Russian Federation, international treaties of the Russian Federation, and the regulations of the carrier.

Carriage of animals

Pets (pet birds) may be carried as baggage.

Pets (pet birds) may be carried in the cabin subject to the carrier's consent.

In the event of carriage of pets (pet birds), the passenger shall provide the documents, required by the legislation of the Russian Federation, international treaties, and the laws of the countries of origin, destination, and transit.

For the purpose of air carriage, the pets (pet birds) shall be placed into a sturdy container (cage), ensuring necessary comfort during the carriage, with air intake and a reliable latch (lock). The bottom of the container (cage) must be dense, waterproof, and covered with absorbent material. The container (cage) shall exclude spillage of the absorbent material. A bird cage must be covered with a dense lightproof cloth.

The weight of a pet (pet bird), the weight of the container (cage), and the food intended for the pet (pet bird) feeding, is not included into the free baggage allowance and shall be paid by the passenger in accordance with the rate established by the carrier.

Guide dogs, traveling with a blind passenger, shall be carried according to the procedure, specified in Clause 113 of these Regulations.

Oversized baggage is accepted for carriage provided that the dimensions of the cargo hatches and the baggage and cargo compartments of the aircraft allow for its loading/unloading to/from the aircraft and stowing onboard the aircraft.

Checked baggage claim

The carrier shall advise the passengers of the place of delivery of checked baggage at the airport of destination, stopover or transfer, as well as the cause and duration of any delay in delivery of the baggage and ensure the baggage claim by the passengers.

The passenger shall claim the checked baggage immediately after its release against a baggage receipt and the coupon of the baggage tag.

Release of checked baggage is carried out at the airport to which the checked baggage has been accepted for carriage.

At the request of the passenger, his/her checked baggage may be claimed at the airport of departure or transfer, transit, or stopover, if the baggage claim in these airports is not prohibited by the international treaties of the Russian Federation, laws and regulations of the Russian Federation, or the laws of the countries of origin, destination and transit, and if the time and the situation allow for such a claim.

If the passenger cannot present the baggage receipt or a coupon of a numbered baggage tag, the carrier may release the baggage to such a passenger if he/she provides evidence of the rights to the baggage.

Passengers check-in at airport

Ticket validity

The ticket is valid for carriage of the passenger and his/her baggage from origin to destination on the route and with a class of service, specified therein.

The ticket is valid for carriage of the passenger and his/her baggage as of the date of commencement of the carriage and on the specified flight.

A ticket issued at a special fare is valid for carriage of the passenger and his/her baggage within the terms, established by this fare rules.

Certain aspects of servicing passengers with electronic tickets

An electronic ticket, or e-ticket, is an electronic form of a ticket, offered instead of a traditional paper form. The only difference is that instead of obtaining the data by processing a paper document, all information relating to the carriage of passengers (route, fare, class of service, the amount paid, fees, charges, etc.), is contained in the file of an electronic ticket, stored in the respective carrier's database.

An electronic ticket can be bought through the Internet, at travel agencies or the carrier's own sales agencies.

An electronic ticket is stored in an electronic form, so it cannot be forgotten, lost, or stolen. Anyone can buy an electronic ticket for his/her relatives or friends, who are in another city, and they will just have to appear at check-in.

An electronic ticket can be paid by any means: bank card, cash, or bank transfer.

An itinerary receipt is issued as a confirmation of an e-ticket purchase, but it is not a form of strict accounting and, therefore, a passenger does not have to present it at check-in, a passport will be enough. If the e-ticket was bought on the airline's website, the passenger will receive an itinerary receipt via e-mail after payment for the ticket

Check-in of passengers with electronic tickets is carried out in the usual manner at the airport check-in counters.

Boarding pass

Boarding pass is a document issued to the passenger at check-in at the airport of origin. It contains information about the flight, boarding deadline, gate No, seat No, and the electronic ticket number.

Passengers traveling on business shall maintain the detachable part of the boarding pass for accounting purposes.

Informing passengers about opening of check-in for the flight

The airports provide audible and visual passenger information about the flight departure. The departure and arrival halls are equipped with flight information displays. Moreover, above check-in desks there are displays with the following information:

  • the airline and its logo;
  • the flight number;
  • the destination airport;
  • the check-in counter No.

The announcements of commencement of check-in of tickets and baggage of the departing passengers shall start:

  • for domestic flights — 1.5-2 hours prior to the flight departure time, specified in the ticket. The check-in for the flight may be announced before or after the above time depending on the type of aircraft;
  • for international flights - 3 hours prior to the flight departure time, specified in the ticket.

Check-in closes 40 minutes prior to domestic flight departure time and one hour prior to international flight departure time.

Types of control

On domestic flights, the passengers upon check-in shall present their ID, and then proceed to the second floor for preflight security check.

On international flights, the passengers go through customs control, then proceed to check-in, and then through passport control and preflight security check. Passengers with pets must also go through veterinary checks.

Compact means of personal transport

Carriage in checked and cabin luggage of compact means of personal transport powered with lithium batteries

Compact means of personal transport include:

  • one-wheel segways;
  • segways (mini-segways);
  • hoverboards;
  • water scooters;
  • motorized scooters.

Based on IATA recommendations, air carriage of these means of transport is allowed in checked luggage provided there are no lithium batteries in them.

A lithium battery, removed from the means of transport, may be transported only in the cabin luggage, provided that the battery power does not exceed the established norm - 160 Watt-hours (Wh, W/h).

A compact means of transport with an embedded (non-retrievable) lithium battery can be carried as a "dangerous cargo" via the airport cargo terminal. According to internal airline regulations, luggage carriage rules may differ from those specified. Please contact the airline representative offices.
